Office of Entrepreneurship and Small Business Development (OESBD) must provide a one-stop online FasTrack Web site page with all information and forms necessary for business formation, registration, and permitting across state agencies.

Department of Employment and Economic Development must coordinate with all state agencies and local governments to develop a streamlined permit and licensing process through the OESBD Web portal.

Minimum turnaround times for business formation: 14 days for sole proprietors in home-based businesses; 30 days for small businesses with no environmental permits and fewer than 5 employees; 90 days for small businesses requiring environmental permits with fewer than 100 employees.

OESBD must ensure all information provided through the FasTrack portal is current and complete by working with state agencies.
