• Authorizes ambulance services serving nonurban primary service areas to impose fees on local units of government within their service territory if they have an annual deficit.

• Defines "nonurban primary service area" as a geographic area primarily located outside the metropolitan area and outside cities with populations over 35,000.

• Requires ambulance services to determine deficits by March 1 following the calendar year when the deficit occurred and allocate costs among local units of government that did not pay a negotiated fee.

• Mandates the board develop formulas to determine annual deficits and imposed fees based on relative population shares of non-paying local units of government.

• Local units of government must pay imposed fees no later than 90 days after receiving a bill, with the section effective for deficits occurring in 2010 and thereafter.
