Amends Minnesota Statutes 2008, section 349A.10, subdivision 5 to direct lottery net proceeds allocation: 40 percent to the Minnesota environment and natural resources trust fund and remainder to the general fund.

Dedicates money generated by veterans scratch lottery games under section 349A.18 to the commissioner of veterans affairs, with half going to the Minnesota Assistance Council for Veterans for homeless veterans assistance and homelessness prevention.

Allocates the other half of veterans scratch lottery revenue to Lutheran Social Services for the C.O.R.E. program providing support and counseling to veterans, military members, and their families.

Requires the lottery director to establish a special scratch lottery game honoring and supporting Minnesota veterans, military members, and their families.

Mandates annual advertising and promotion of the veterans scratch lottery game, with materials demonstrating how the game helps Minnesota veterans, military members, and their families.
