Establishes statewide telework authorization requiring all state agencies to allow employees to perform telework during at least 20 percent of normal expected work hours per pay period.

Exempts positions where physical presence is required, telework would diminish performance or adversely impact agency operations, or telework is manifestly impracticable.

Prohibits agencies from requiring them to provide infrastructure or equipment for telework, including information technology procurement or Internet access reimbursement.

Appropriates $200,000 in fiscal year 2010 from the trunk highway fund to the University of Minnesota's Hubert H. Humphrey Institute to produce a report on highway congestion reduction through telework activities.

Requires the transportation commissioner to submit a preliminary draft report by January 15, 2012, and final report by June 30, 2012, documenting commuting trip reductions, barriers to increased telework participation, and benefits including highway congestion reduction.
