Amends Laws 2006, chapter 259, article 10, section 14, subdivision 3 regarding the Homeless Assistance Tax Increment District in Minneapolis.

Allows tax increment from the district to be used for homeless shelter and services as specified in subdivision 5, paragraph (b), without applying certain restrictions in Minnesota Statutes sections 469.174 to 469.179.

Permits tax increment to be used for reimbursement of costs incurred at any time after the effective date, even if costs were incurred prior to district establishment or execution of a city tax increment agreement.

Exempts the homeless shelter and services portion of tax increment from Minnesota Statutes sections 469.1761 and 469.1763 restrictions.

Becomes effective upon compliance by the city of Minneapolis with Minnesota Statutes, section 645.021, subdivisions 2 and 3.
