Vendors of medical care must participate as a provider or contractor in the federal TRICARE program as a condition of participating in state health insurance plans for employees, public employees, local statutory/home rule charter city/county/school district employees, workers' compensation, Minnesota Comprehensive Health Association plans, medical assistance, MinnesotaCare, and general assistance medical care.

Participation in TRICARE is defined as accepting new TRICARE patients; providers no longer accepting new patients under any listed programs are exempt from this requirement.

The commissioner of health must obtain quarterly listings of TRICARE providers and contractors from the TRICARE administration and provide these lists to the commissioners of management and budget, human services, labor and industry, and commerce.

Each commissioner receiving the TRICARE provider lists must develop and implement procedures to exclude non-participating providers from their respective programs or programs under their jurisdiction.
