Proposes amendment to Minnesota Constitution adding Section 18 to Article I, declaring Minnesota citizens sovereign individuals subject only to Minnesota law and immune from federal laws exceeding federal government's enumerated constitutional powers.

Requires two-thirds legislative approval and governor's signature before any federal law applies in Minnesota, with each legislator required to individually affirm they have read and understand the federal law before voting.

Affirms Minnesota citizens' inherent, natural, God-given rights as reflected in the Bill of Rights of the United States Constitution and Minnesota Constitution.

Grants Minnesota citizens right to seek redress for alleged violations of constitutional rights exclusively through jury trial in Minnesota courts and through enactment of changes to Minnesota law.

Amendment must be submitted to voters at the 2010 general election with ballot question asking whether Minnesota Constitution should be amended to affirm citizen sovereignty and require two-thirds legislative approval before federal laws become effective in Minnesota.
