Amends Minnesota Statutes section 474A.04, subdivision 6 to authorize entitlement issuers to transfer bonding authority to other entitlement issuers or to non-entitlement issuers for qualified mortgage bonds up to $100,000.

Allows the Minnesota Housing Finance Agency, Minnesota Office of Higher Education, and Minnesota Rural Finance Authority to transfer allocated bonding authority to one another prior to December 1.

Establishes bonding authority allocation schedule from the first Monday in August through the last Monday in November on a bi-weekly basis.

Sets priority allocation order prior to October 1 for residential rental project bonds, small issue manufacturing bonds, and small issue agricultural development bonds.

Changes October-November allocation priorities to prioritize student loan bonds, mortgage bonds, public facility bonds, and other bond categories in a specified order, with limits of $10,000,000 per city and $20,000,000 per county for mortgage bonds.

Reduces the annual limit for student loan bonds from $10,000,000 to $25,000,000 per year.
