Commissioner of human services must issue a request for proposals by August 1, 2010 from federally qualified health centers, rural health clinics, and community mental health centers to expand services to low-income and uninsured persons.

Grants may support planning new facilities in underserved areas, expanding existing services including mental health and dental services, and establishing one-stop facilities providing preventive, primary, mental health, dental, and specialized services.

Grants are to be awarded by January 1, 2011 as one-time payments, with priority given to proposals serving medically underserved areas without existing coordinated care delivery systems.

$12,000,000 is appropriated in fiscal year 2011 from the general fund for grants to community health centers.

Additional appropriations total $55,000,000 for homeless shelters and supportive services, $5,000,000 for federally qualified health center subsidies, $3,000,000 for community clinic grants, $4,000,000 for transitional housing, $1,000,000 for emergency services, $5,000,000 for community action grants, and $20,000,000 for the temporary uncompensated care pool.
