Authorizes the chair and ranking minority member of the Tax, Finance, or Ways and Means Committee to request local impact notes for proposed legislation introduced after June 30, 1997.

Requires the commissioner of management and budget to coordinate development of local impact notes and notify bill authors when a request is made.

Mandates local impact notes be made available to the public upon request, with exceptions for certain actions listed in Minnesota Statutes section 3.988.

Requires the commissioner to make reasonable and timely estimates of local fiscal impact on each type of political subdivision affected by proposed legislation.

Directs the commissioner to provide copies of completed notes to bill authors and to the chair and ranking minority member of each committee to which the legislation is referred.
