Eliminates the flat fee structure for uncertified copies of court documents and authorizes court administrators to charge a reasonable fee based on actual costs of copying.

Actual costs for uncertified copies cannot include charges for ordinary expenses or facility costs such as employment benefits, depreciation, maintenance, electricity, or insurance.

Modifies court fee structure by setting filing fees at $310 for civil actions ($340 for marriage dissolution) for plaintiffs and defendants, with a $100 jury trial request fee.

Exempts certain actions from fee requirements including child support enforcement, civil commitment, public conservator/guardian appointments, wrongful public assistance claims, and court relief under specified chapters.

Allocates $30 of each dissolution action fee to the displaced homemaker program and $20 of child support modification fees to county general funds for child support enforcement efforts.
