Expands the use of local sales and excise tax revenues in Owatonna to fund additional projects including government building improvements, Lake Chase Park, North Straight River trail, West Hills complex improvements, Maple Creek Basin watershed study, and 800 megahertz public safety radio system.

Sets spending caps for approved projects: $705,000 for government building improvements, $1,050,000 for Lake Chase Park and North Straight River trail, $1,490,000 for West Hills and library improvements, $1,000,000 for Maple Creek Basin project, and $1,500,000 for public safety radio system.

Allows city to issue up to $12,700,000 in bonds for projects under subdivision 3, paragraph (a), and up to $5,745,000 in bonds for projects under subdivision 3, paragraph (b), without requiring separate voter approval.

Requires voter approval at a general or special election before November 30, 2011 to use tax revenues for the new purposes listed in paragraph (b).

Extends tax expiration date by one additional year for every $1,100,000 in additional projects approved, with taxes expiring at the earlier of ten years plus the extension or when sufficient revenues are collected.
