Commissioner of Human Services shall design and implement a plan to transfer all county-based human services administrative and delivery functions from Minnesota's 87 counties into ten newly created regional service centers.

Regional service centers operate as a division within the Department of Human Services, with county human services employees eligible for employment in the regional service center division.

Each regional service center aligns with the corresponding judicial district jurisdiction of Minnesota's ten judicial districts.

Regional service centers must designate a single administrative structure effective January 1, 2015, with duties including carrying out responsibilities under chapters 393 and 402, managing public resources, employing staff, and maintaining continuity of operations plans.

Transfer plan must include three binding agreements: a governance agreement defining authority and accountability, a performance agreement with measurable goals and resource commitments, and a service level agreement specifying administrative and information technology support.
