Amends Minnesota Statutes 2008, section 80A.65, subdivision 1 to modify securities registration and filing fees, establishing a $100 base fee plus an additional fee of one-tenth of one percent of the maximum aggregate offering price, with a combined maximum of $300.

Changes the annual fee for redeemable securities issued by open-end management companies and unit investment trusts from 1/720 to one-tenth of one percent of the maximum aggregate offering price.

Allows issuers to submit amended notice filings with additional fees if they determine they will sell more shares than previously disclosed, with unsold shares requiring additional fees before sale.

Exempts fees collected under the modified subdivision from taxation under Minnesota Statutes, section 16A.1285, subdivision 2.

Appropriates $23,000,000 in fiscal year 2011 from the general fund to the Minnesota Office of Higher Education for need-based grants for postsecondary education through the state grant program.
