Allows driver's license applicants to voluntarily add a $2 donation to their license fee for public information and education on anatomical gifts.

Donations are appropriated to the Commissioner of Public Safety for grants to the Minnesota organ procurement organization certified by federal Centers for Medicare and Medicaid Services, or to charitable entities dedicated to organ, tissue, and eye donation advocacy.

Grant recipients must provide resources and implement programs designed to increase the number of Minnesotans who register as organ, tissue, and eye donors.

Implements a $1.75 surcharge on all driver's license and identification card fees until June 30, 2012, credited to the driver and vehicle services technology account.

Requires the Commissioner of Public Safety to report to the Senate and House transportation policy and finance committees on receipts and expenditures by February 1, 2012.
