Appropriates $2,000,000 from bond proceeds to the Minnesota Amateur Sports Commission for grants to local government units to renovate or replace air handling systems in indoor ice arenas.

Requires new or renovated air handling systems to include continuous electronic air monitoring devices that automatically activate ventilation when carbon monoxide or nitrogen dioxide concentrations reach predetermined levels.

Targets ice arenas where ice resurfacing and ice edging equipment are not powered by electricity to improve indoor air quality by reducing carbon monoxide and nitrogen dioxide concentrations.

Authorizes the commissioner of management and budget to sell and issue up to $2,000,000 in state bonds to fund the appropriation, governed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Exempts grants under this section from the priority requirements in Minnesota Statutes section 240A.09, paragraphs (a) and (b).
