Cable communications systems must provide subscribers with equipment necessary to receive and view channels included in existing contracts at no cost, effective January 1, 2010.

Cable systems may only charge subscribers for equipment that provides additional features not included in the subscriber's existing contract.

The prohibition applies to maintaining quality of service without diminution when providing required equipment.

This section becomes effective the day following final enactment.
