Authorizes the city of Ramsey to create a tax increment financing district for redevelopment purposes.

Defines the district boundaries as west of County Road 83/Armstrong Boulevard, north of County Road 116/Bunker Lake Boulevard, east of County Road 56/Ramsey Boulevard, and south of U.S. Highway 10.

Exempts parcels within the district from standard Minnesota Statutes section 469.174, subdivision 10 qualifying requirements for redevelopment tax increment districts.

Allows the city's share of costs for constructing the Northstar Transit Station and related infrastructure (structured parking, pedestrian overpass, and roadway improvements) to be eligible district expenditures.

Becomes effective upon approval by the city of Ramsey's governing body and compliance with Minnesota Statutes section 645.021, subdivision 3.
