Prohibits amendments to business subsidy agreements that change job creation, job retention, or wage goals, except as authorized under paragraph (b) or section 469.3191.

Allows the commissioner to authorize local units of government and qualified businesses to amend business subsidy agreements to extend the compliance period by one year if the business met 2008 goals but failed to meet 2009 goals due to economic or business conditions.

Amends Minnesota Statutes 2008, section 469.3192 relating to taxation and job opportunity building zones.

Becomes effective the day following final enactment.
