Establishes a Legislative Commission on Metropolitan Government to oversee the Metropolitan Council's operating and capital budgets, work program, and capital improvement program.

Commission consists of four senators appointed by the senate Subcommittee on Committees, three senators appointed by the senate minority leader, four state representatives appointed by the speaker of the house, and three state representatives appointed by the house minority leader.

Commission members serve two-year terms beginning upon appointment and expiring upon appointment of a successor after the opening of the next regular session in odd-numbered years.

Legislature must monitor and make recommendations on the Metropolitan Council's property tax levies, debt requests, overall work and role, proposed budgets, and implementation of approved budgets.

Legislature must monitor Metropolitan Council appointments and may make recommendations on appointments to the nominating committee or to the governor before appointments are made.
