• Appropriates $5,000,000 to Olmsted County for designing and constructing approximately 1.25 miles of a new steam pipeline from the Olmsted Waste-to-Energy Facility to the Rochester Community and Technical College Campus.

• Steam pipeline will supply heat and cooling from a renewable energy source to the Rochester Community and Technical College Campus.

• Any remaining appropriation balance after construction completion is reappropriated to the Board of Trustees of the Minnesota State Colleges and Universities to convert heating and cooling systems in existing Rochester Community and Technical College buildings from electrical energy to steam-derived energy.

• Appropriation is contingent upon the commissioner determining that an equal amount of funding has been committed from Olmsted County.
