Amends Minnesota Statutes 2008, section 331A.12, to authorize political subdivisions to publish proceedings, official notices, and summaries on their Web sites instead of or in addition to newspaper publication.

Defines "Web site" as a specific, addressable Internet location hosting World Wide Web pages and files accessible all or most of the day.

Requires political subdivisions publishing on Web sites to post information in substantially the same format and for the same time period as required for official newspaper publication.

Mandates political subdivisions maintain permanent public records of Web site publications and provide print copies to their main office, designated government offices, public libraries in the jurisdiction, and upon mail request.

Requires political subdivisions to publish annual notice in a qualified newspaper and on the Web site informing the public of alternative publication means.
