Appropriates $3,691,000 from the general fund to the commissioner of public safety to match Federal Emergency Management Agency (FEMA) disaster assistance for flooding in Minnesota in spring 2010.

Allocates $2,010,000 for trail connections including $500,000 to Carlton County for a pedestrian trail connecting to Willard Munger State Trail, $260,000 for Soo Line Multiuse Recreational Bridge in Mille Lacs County, $175,000 to Bowlus for a trailhead center, $125,000 to Morrison County for a park-and-ride lot, and $950,000 to St. Louis and Lake Counties Regional Railroad Authority for the Mesabi Trail extension.

Provides $2,000,000 to Independent School District No. 279 in Osseo for the Northwest Hennepin Family Center with matching funds required from nonstate sources and a five-year reporting requirement on student achievement outcomes.

Grants $820,000 to Henapepin County for an outpatient clinic and health education facility at Hennepin County Medical Center.

Appropriates $5,000,000 to Olmsted County for a 1.25-mile steam pipeline from the Waste-to-Energy Facility to Rochester Community and Technical College Campus, contingent on equal matching funds from Olmsted County.
