Appropriates $3,691,000 from the general fund to the commissioner of public safety to match Federal Emergency Management Agency (FEMA) disaster assistance for state agencies and political subdivisions under Minnesota Statutes, section 12.221.

Provides matching funds for areas designated under Presidential Declaration of Major Disaster for spring 2010 flooding in Minnesota, whether included in original declaration or added later by federal government action.

Designates this as a one-time appropriation that does not lapse.

Requires that if appropriations are enacted more than once during the 2010 regular session, they must be given effect only once.

Takes effect the day following final enactment.
