• Amends Minnesota Statutes 2008, section 297A.99, subdivision 1 regarding local sales tax authorization limitations.

• Extends the deadline from May 31, 2010 to May 31, 2012 for political subdivisions to advertise, promote, expend funds, or hold referendums to support imposing or extending a local option sales tax.

• Defines "extending" a tax as using an existing tax to fund new projects or purposes not authorized in the existing special law, or increasing the amount of money allowed to be spent on previously authorized projects or purposes.

• Excludes motor vehicles and special excise taxes on motor vehicles from the scope of this section.

• Becomes effective the day following final enactment.
