School districts must set aside at least $3 per adjusted marginal cost pupil unit from safe schools levy for purposes authorized under the safe schools section.

Intermediate school districts may include costs associated with safe schools activities up to $10 times the adjusted marginal cost pupil units of member districts, with revenue transferred to the intermediate district.

Legislature and state agencies prohibited from enacting new or increased unfunded mandates on school districts and charter schools except when necessary to protect public health or implement federal law, with similar exemptions available to the governor for rules.

School districts and charter schools permitted to use reserved revenue for staff development through fiscal year 2014, with ability to permanently transfer any balance to general fund by June 30, 2010.
