Amends Minnesota Statutes 2008, section 237.12 to add subdivision 3a governing switched access services for local exchange carriers.

Requires each local exchange carrier to reduce intrastate switched access rates within 30 days to match then-current interstate switched access rates for corresponding elements.

Allows local exchange carriers to petition the commission for "access restructure support" if rate reductions prevent recovery of basic local service costs, which the commission may approve, reject, or modify.

Permits the commission to provide access restructure support through rate rebalancing of residential and business rates, payments from the universal service fund, or a combination of both mechanisms.

Repeals Minnesota Statutes 2008, section 237.12, subdivision 3 regarding compensation between telephone companies for long-distance and local service connections.
