• Appropriates $14,069,000 total to the Department of Human Services for fiscal years 2010-2011, contingent upon federal enactment of an extension to the enhanced federal medical assistance percentage (FMAP) under Public Law 111-5 through June 30, 2011.

• Establishes appropriations of $13,383,000 from the general fund and $686,000 from the health care access fund for basic and continuing health care grants including MinnesotaCare, medical assistance for families and children, and long-term care services.

• Amends nursing facility level of care criteria to require assessment within 90 days for nursing facility services and within 60 days for alternative care payment services, with effective date of July 1, 2011.
