Amends Minnesota Statutes 2008, section 169.011 to define "interstate connector" as a segment of a nonintersate trunk highway that is not a freeway, has a segment length of no more than three miles, includes interchanges with interstate highways at each endpoint, is built up with at least five visible dwelling houses within 100 feet of the right-of-way, and meets additional interchange requirements.

Adds new subdivision 7 to Minnesota Statutes 2008, section 169.67 defining "engine brake" as any device using engine and transmission to impede forward motion of a motor vehicle by compression of the engine.

Authorizes statutory or home rule charter cities and towns to request the Commissioner of Transportation to prohibit engine brake use on interstate connectors during hours of 10:00 p.m. to 7:00 a.m.

Requires cities and towns to publish notice and post on local government Web site, provide public comment methods, hold a public hearing, and adopt a resolution supporting the engine brake prohibition before submitting a request to the commissioner.

Prohibits motor vehicle operators from using engine brakes on trunk highways where such brakes are prohibited under this subdivision.
