Establishes the Minnesota Health Benefits Purchasing Pool Association as a nonprofit entity to provide health insurance coverage to eligible employers, employees, and individuals on a guaranteed issue basis using community rating methodology.

Creates a 15-member board of directors consisting of 5 employer representatives, 5 individual members, and 5 health care providers, plus ex officio legislative and gubernatorial appointees; directors serve three-year staggered terms with a two-term limit.

Requires coverage to be offered on guaranteed issue basis with no more than three coverage options; pool must provide care management features, cost-effective disease management programs, and reimbursement for full cost of health services.

Exempts the pool association from state and federal taxation, including premium taxes, income tax, sales tax, and most state regulatory provisions; subjects policy forms and premium rates to commissioner of commerce approval.

Makes the bill effective contingent upon the commissioner of health receiving a loan or grant under the Patient Protection and Affordability Act, with pool coverage subsequently offered through state health exchanges.
