Requires the commissioner of labor and industry to establish and convene a window cleaning safety advisory panel to study and make recommendations to the legislature by January 15, 2011

Panel must address development, implementation, and enforcement of safety standards related to the window cleaning industry

Panel must examine amendments to the state building code regarding fixtures, exterior modifications, and other items to enhance safety for window cleaners and the general public

Panel must develop training standards for individuals performing window cleaning services and training and education standards for employers, contractors, and suppliers in the window cleaning industry

Panel must recommend licensure standards for firms and individuals providing window cleaning services, adopt ANSI/IWCA 1-14.1-2001 standards, and coordinate with existing state and federal occupational health and safety standards
