• Amends Minnesota Statutes section 325D.01, subdivision 5 to redefine "cost" for wholesale and retail gasoline vendors to include actual current delivered invoice cost or replacement cost (whichever is lower), plus applicable excise and sales taxes and cost of doing business at that location.

• Establishes that when manufacturers publish list prices and discounts, "cost" means the manufacturer's published list price less published trade discounts (excluding customary cash discounts), plus applicable taxes and cost of doing business.

• Repeals Minnesota Statutes sections 325D.01 subdivisions 11 and 12, and section 325D.71 relating to terminal definitions and unlawful gasoline sales.

• Takes effect the day following final enactment.
