• Establishes documentation requirements for individuals applying for federal and state/local public benefits, requiring submission of one of 11 specified documents demonstrating lawful presence (drivers license, birth certificate, passport, I-94 form, certificate of naturalization, tribal identification, etc.).

• Prohibits unlawful aliens from applying for work, soliciting work, or performing work as employees or independent contractors in Minnesota, with violations classified as misdemeanors.

• Makes it unlawful to transport, conceal, harbor, or shield illegal aliens, or to encourage them to enter or reside in Minnesota; violations classified as gross misdemeanors with enhanced penalties for involving ten or more aliens or minors.

• Creates the Minnesota Illegal Immigration Enforcement Team (MIIET) comprised of at least ten trained law enforcement officers to investigate and apprehend illegal immigrants involved in felony-level criminal activity.

• Requires employers to use the federal e-verify program to confirm employment eligibility after December 31, 2010, and establishes penalties including license suspension (first violation) and permanent revocation (second violation) for knowingly employing unauthorized aliens.
