Modifies prevailing hours of labor limits from 8 hours per day and 40 hours per week to allow up to 10 hours per day and 40 hours per week for highway and heavy construction projects outside the seven-county metropolitan area, contingent on all collective bargaining agreements for that worker class adopting the new hours.

Requires the Department of Labor and Industry to investigate and verify whether collective bargaining agreements applicable to highway and heavy construction labor classes include provisions for the extended hours described in the statute.

Exempts the department from conducting a public survey under Minnesota Rules, part 5200.1050, or providing notice under that part when amending prevailing hours of labor.

Mandates the department publish notice of amended prevailing hours in the State Register, with the effective date coinciding with the publication date.

Limits application of amended prevailing hours to projects or contracts advertised after the effective date, with no effect on projects already underway, open for bids, or advertised before that date.
