Appropriates $14,069,000 for fiscal years 2010-2011: $13,383,000 for General fund and $686,000 for Health Care Access fund for the Commissioner of Human Services.

Makes appropriations contingent upon federal enactment of enhanced federal medical assistance percentage (FMAP) extension under Public Law 111-5 through June 30, 2011, or alternative federal legislation.

Modifies Hennepin County's monthly medical assistance payment to $434,688 effective October 1, 2008 through December 31, 2010, then to $566,000 effective January 1, 2011, with the University of Minnesota payment reduced to zero.

Amends medical assistance statutes to establish county share at 30 percent of nonfederal costs for chemical dependency services provided on or after October 1, 2008.

Updates long-term care consultation services definitions and adds provisions protecting hospice coverage eligibility for recipients age 21 or under receiving terminal illness treatment, effective retroactively from March 23, 2010.
