Amends Minnesota Statutes 2008, section 169.011, to add a definition of "interstate connector" as a nointerstate trunk highway segment not exceeding three miles that connects two interstate highways with at least five visible dwelling houses within 100 feet of the right-of-way.

Allows cities and towns in counties with populations of 500,000 or more and land areas not exceeding 600 square miles to regulate standing, parking, traffic, processions, one-way designations, through highways, and highway use restrictions with commissioner consent.

Permits cities and towns to request the commissioner of transportation to prohibit truck-tractor semitrailer combinations on interstate connectors during 10:00 p.m. to 7:00 a.m. hours.

Requires cities and towns requesting truck prohibitions to publish notice on their website, provide a comment method, hold a public hearing at a reasonable time and location, and pass a supporting resolution before submission to the commissioner.

Makes it unlawful for any person to operate a truck-tractor semitrailer combination on an interstate connector during prohibited hours once restrictions are established by the commissioner.
