Establishes the Minnesota-Wisconsin Boundary Area Invasive Species Commission to make recommendations, review studies, develop plans, and coordinate with federal and other agencies on protection of waters from invasive species.

Minnesota representation on the commission consists of five commissioners appointed by the governor for four-year staggered terms, with the commission electing a chair and vice chair annually.

Creates a Minnesota-Wisconsin Boundary Area Legislative Advisory Committee with five house members appointed by the speaker and five senate members appointed by the Rules and Administration Subcommittee on Committees, with the chair rotating every two years between chambers.

Establishes a Technical Advisory Task Force of ten members appointed by the commission, comprised of state government officers or employees with expertise in invasive species matters.

Commission members serve without compensation but receive expense reimbursement; the commission must submit annual budgets, maintain audited accounts, and report to the governor and legislature by January 15 of each odd-numbered year on activities and expenditures.
