Amends Minnesota Statutes 2008, section 473.388, subdivision 4, regarding financial assistance formulas for metropolitan transit services provided by the Metropolitan Council.

Metropolitan Council must grant financial assistance if the proposed service is intended to replace existing service to an applicant city or town and meets needs at least as efficiently and effectively as the existing service.

Changes the assistance calculation formula from 3.74 percent to 6.25 percent of state revenues generated from taxes imposed under chapter 297B for the current fiscal year.

Assistance amount is based on the greater of: (1) 2001 transit operating assistance grants or tax revenues; or (2) a ratio comparing state tax revenues and total transit assistance grants; or (3) a ratio of municipality taxable market values comparing 2006 to 2001 levels.

Metropolitan Council shall pay assistance amounts to recipients from funds received in the metropolitan area transit account under section 16A.88.
