Board of Teaching must adopt rules establishing a statewide teacher performance assessment system aligned with Minnesota's kindergarten through grade 12 academic standards and accommodating locally adopted alternative assessment measures including teacher portfolios.

Teacher performance assessments must include training and reliability reviews for evaluators, be integrated with board-approved teacher preparation requirements, and correspond to state and local resources allocated for this purpose.

Board of Teaching must convene a group of experts with at least one-third classroom teachers to advise on teacher performance standards, developmental scales, and assessment design, content, administration, and scoring.

Board must design and implement assessment standards and statewide training for educators to evaluate teacher performance, establish a review panel to examine districts' use of assessments, and periodically analyze validity and reliability of assessment scores.

Performance assessments must provide formative feedback to help teachers improve, develop a teacher performance reporting system for licensure recommendations, and inform a new teacher induction plan using formative and performance assessment results.
