Amends Minnesota Statutes 2008, section 256B.69, to add a new subdivision regulating managed care plans providing medical assistance services.

Limits net income received by managed care plans to six percent of total revenues from the medical assistance program, with excess amounts refunded to the commissioner within 30 days after each month.

Defines "net income" as total revenues minus expenses and adjustments, calculated using National Association of Insurance Commissioners standards and Minnesota Rules, part 4685.1940.

Restricts allowable administrative costs for managed care plans to the per-enrollee dollar amount allowed in 2009.

Requires the commissioner to deposit all cost savings achieved under this subdivision into the general fund, effective the day following final enactment.
