• Creates the Minnesota Civic Compact establishing a new approach to state governance through the Minnesota Northstar Council (up to 20 members) to develop a state strategic plan with a mission statement, up to 10 policy goals, and up to 100 strategic performance measures by March 2012.

• Requires all state agencies and departments to develop outcome-based strategic plans aligned with state goals and performance measures, with performance improvement plans and annual reviews by the governor to ensure accountability and progress.

• Establishes the Civic Agency as an outcome-based organization to promote civic engagement, volunteerism, and service learning through partnerships with nonprofit, business, and volunteer sectors without creating a central bureaucracy.

• Creates the Minnesota Office of Ombudsman to serve as a "one-stop shop" for citizen concerns about state government, with a 311 telephone service, complaint resolution, and mediation services between citizens and the state.

• Appropriates $1,080,000 for fiscal years 2010-2011 for youth works programs, $1,650,000 for fiscal years 2010-2011 for early childhood literacy programs, $100,000 in fiscal year 2011 for the Minnesota Youth Council, and $240,000 in fiscal year 2011 for campus-community collaboration grants.
