Extends court jurisdiction over children in foster care from age 18 to age 21 to conduct required reviews under Minnesota Statutes sections 260C.201, 260C.212, and 260C.317.

Allows courts to terminate jurisdiction over foster care cases when a child leaves foster care or upon motion by any interested party and concurrence of the guardian ad litem, if continued jurisdiction is not necessary to protect the child's best interests.

Requires social services agencies to conduct criminal history and child maltreatment background checks on noncustodial parents, nonadjudicated parents, and household members being assessed for day-to-day child care, with results submitted to the court.

Mandates monthly caseworker and guardian ad litem visits with children in foster care or on trial home visits, with the majority occurring in the child's residence, and requires visits of sufficient substance to address case planning and service delivery.

Requires children returned home, placed with relatives, or placed with noncustodial parents to be made available during home visits by their caseworker and guardian ad litem, with failure to produce the child giving cause for the caseworker or guardian ad litem to compel production.
