Amends Minnesota Statutes to modify the Metropolitan Council's review period for local water management plans from concurrent review to a specific 45-day review period that runs concurrently with the watershed management organization's 60-day review.

Changes the required review period for adjacent governmental units, special districts, and school districts from six months to 90 days prior to plan submission to the council.

Allows the Metropolitan Council to prescribe shorter review periods for minor plan amendments or waive review requirements if amendments involve non-contiguous lands.

Clarifies that land use plans must include a copy of the current local water management plan or may reference it if on file, and must include the executive summary from the current plan.

Applies to seven counties in the metropolitan area: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington, with an effective date the day following final enactment.
