• Prohibits erection of any new advertising devices (billboards) in scenic areas adjacent to interstate and primary highways.

• Redefines "maintain" to exclude increasing advertisement size or height, adding lighting, moving parts, or cutouts; allows only repair of normal wear and tear.

• Sets annual permit fees for advertising devices based on size: $30 for devices up to 50 square feet, $60 for 50-300 square feet, and $120 for over 300 square feet.

• Establishes minimum spacing requirements between advertising devices: 500 feet on interstate highways in commercial/industrial areas, 300 feet on primary highways in zoned commercial areas, and 100 feet on primary highways inside incorporated cities.

• Directs all fees collected from advertising device permits to the state trunk highway fund.
