Amends Minnesota Statutes 2008, section 16C.16, subdivision 5 to add disabled veteran-owned businesses as a targeted group for state and metropolitan agency procurement contracts.

Commissioner of administration shall designate businesses majority owned and operated by disabled veterans as targeted group businesses within purchasing categories where statistical disparity exists between purchasing from such businesses and their representation among all state businesses.

Defines "disabled veteran" as a person included within section 197.447 (including currently serving and honorably discharged national guard and military reserve members) who is entitled to Veterans Administration disability compensation at 50 percent or more.

Designations of purchasing categories and targeted group businesses are not subject to chapter 14 rulemaking procedures.

Section becomes effective July 1, 2009 and applies to procurement contract bid solicitations issued on or after that date.
