Amends Minnesota Statutes 2008, section 473.13, subdivision 4 to allow the Metropolitan Council to conduct annual audits by private certified public accountants instead of only the state auditor.

Council must provide for an annual audit of its books and accounts either by the state auditor or a private certified public accountant in accordance with minimum procedures prescribed by the state auditor.

If the state auditor performs the audit, the council must pay the total cost and expenses including auditor salaries; if a private certified public accountant performs the audit, the state auditor may require additional information and accept or conduct additional examinations as deemed in the public interest.

Data relating to annual audits performed by private certified public accountants are protected as nonpublic or confidential data on individuals until the final report is published as provided in section 13.392.

Applies to counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington; effective the day following final enactment.
