Commissioner of Finance must consult with House Ways and Means Committee and Senate Finance Committee chairs before encumbering funds appropriated on or after July 1, 2009, for state accounting or procurement system planning, development, and implementation.

No funds for accounting or procurement systems may be spent unless the commissioner certifies the systems will include an application programming interface allowing public access to data on state contracts, appropriations, and expenditures in an open format.

Public access to system data must comply with the Minnesota Government Data Practices Act and protect the state's security interests.

This section becomes effective July 1, 2009.
