Authorizes statutory or home rule charter cities to adopt ordinances requiring city residents or low-income city residents comprise a minimum number or percentage of persons employed by contractors on construction or services contracts.

Requires ordinances to specify the types of contracts covered, minimum dollar amount threshold for the hiring requirement, definition of low-income if applicable, and how the required percentage may be calculated.

Allows cities to permit existing contractor employees or new hires to satisfy the hiring requirements.

Excludes contracts between the city and exclusive representatives of city employees from these hiring requirements.
