Increases the maximum vacation or sick leave hours a state employee may donate annually from 12 to 40 hours to a coworker's sick leave account.

Limits use of donated sick leave to 80 hours per payroll period and caps total usage at 1,044 hours during the employee's tenure.

Requires donated leave be available immediately without waiting period when the recipient's own sick and vacation leave is exhausted.

Specifies recipients must continue accruing vacation and sick leave while using donated leave and that donations may only be used for illness or family medical conditions preventing work.

Authorizes the commissioner to establish eligibility procedures, duration requirements based on individual cases, and monitoring protocols for program administration.
