• Restructures the Metropolitan Council from a 17-member body appointed by the governor into a council of governments with members appointed by county boards and city councils in the seven-county metropolitan area.

• Establishes 16 metropolitan agency districts with specific geographic boundaries in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties, each represented on the council.

• Changes Metropolitan Council membership to include county commissioners from metropolitan counties (one from counties under 200,000 population, two from counties over 200,000) and five city council members appointed by the governor.
